Permitting
Global Marine Systems permitting department (Global Support Services) is responsible for obtaining and assisting with any consents, licences, permits or other permissions for the cable industry, Oil and Gas, exploration, scientific research, and all other marine activities which are undertaken by Global Marine Systems or our customers. Such permits are subject to an array of legislative requirements, particular to each country, which can be complicated by international, national and local legislation.
WHAT WE OFFER
Global Marine Systems' permitting service can be tailored to specific needs, from provision of permitting input for Desk Top Studies and Cable Route Studies, to the support in obtaining all necessary permits for a marine project. We have extensive experience and knowledge within the industry and hold a live database of all coastal nations permitting requirements and specific legislation which is fully maintained and updated.
Global Marine will obtain or can assist in obtaining the following permits:
- Owner/Purchaser Permits -- System Permits or 'Permits in Principle'. These permits are rights-of-way, consents, leases, easements, environmental/EIA submissions and similar permission from public agencies for the cable to be placed and remain on the seabed/land. Generally these licences and permits are the responsibility of the operator/owner/purchaser -- However Global Marine Systems can assist in and manage the complex process on your behalf -- using our wide range of in-country contacts and agents who are vital to the smooth running of a project
- Any approvals or notifications for fisheries agencies, coastguards and any other bodies or agencies relevant to the project
- Cable and Pipeline crossing approvals and agreements -- these are undertaken using ICPC recommendations
- Operational Permits, such permission required for survey, installation and/or maintenance operations for the vessel to conduct the works. These are gained in good time enabling cable ships to commence work in line with project timescales
- Permitting feasibility studies can be carried out to investigate requirements and legislation in more difficult areas of the world and provide an accurate idea of any issues that may arise
- Within the Desk Top Study, any permitting requirements are outlined, along with any contacts, relevant information and legislation and specific details to allow the permitting process to commence and customers to be well informed of all requirements and any issues which may arise.
OUR EXPERIENCE
We offer an experienced and knowledgeable permitting team that has worked on numerous projects over the years. Recent projects include:
- Hannibal cable system, connecting Tunisia to Sicily. Lead time was indicated to be 7-9 months in the DTS, however due to knowledgeable and effective in-country support and the diligent management from Global Marine all permits in principle, operational permits and numerous crossing agreements were obtained in 6 months.
- SGSCS (Suriname-Guyana Submarine Cable System). All Permits in Principle were obtained for the system connecting Trinidad to Suriname to Guyana and passing through Venezuelan waters. This project presented challenging conditions due to no prior existence of submarine cables in some of the areas where the system was installed. The permitting process also involved complex environmental studies.
- Cable maintenance permits under consortiums such as ACMA, SEAIOCMA, and private zone agreements as well as other emergency cable maintenance permits
- Other subsea activities including marine survey, ordinance disposal, rock dumping and mattressing.
- Numerous further cable installation projects worldwide
